William Picoli

William Picoli, MAI, CRE, FRICS is responsible for business development and providing consulting and valuation services for a broad spectrum of property types and clients at Partner Valuation Advisors. While working nationwide, he maintains a primary focus on the New York Metropolitan area. A significant part of his work is dedicated to litigation support/expert witness services, as well as complex assignments involving market analysis, highest and best use, land rights, and development analysis.

Mr. Picoli provides valuations for purposes of portfolio valuation reporting, partnerships, joint ventures, acquisition/disposition, development, condemnation, portfolio valuation, financing, tax certiorari, bankruptcy proceedings, estate matters, and arbitration and court litigation. Mr. Picoli also consults on acquisitions/dispositions, financial feasibility, variance appeals, site development deals, bankruptcy, arbitration, IRS taxes and a variety of real estate interests and issues.

Mr. Picoli has over 35 years of experience in the real estate business as an appraiser, consultant and expert witness. His consulting and valuation experience involves over 2,500 properties in 15 states. That experience has given rise to his participation as a guest lecturer, a panelist in seminar discussions, and representative serving on local real estate committees.

John Brooks

As Director and Certified General Real Estate Appraiser, Mr. Brooks provides valuation and consulting services for a wide range of commercial real estate assets. His responsibilities include appraisal development, market and financial analysis, and delivering reports for purposes such as financing, acquisition and disposition, financial reporting, and internal decision-making. He specializes in income-producing properties—multifamily, office, retail, self-storage, land, and specialty assets—applying all major valuation approaches (income, sales comparison, and cost) along with advanced financial modeling in ARGUS and Excel. With more than 11 years of experience, Mr. Brooks has appraised over $1 billion in commercial real estate assets, consistently providing clients with reliable, data-driven insights to support strategic objectives.

Over the course of his career, Mr. Brooks has directed and contributed to hundreds of valuation assignments across the Northeast and nationally, serving a diverse client base that includes lenders, investors, developers, corporations, and municipalities. His work has spanned stabilized, value-add, and development projects, providing in-depth analyses tailored to the unique needs of each client. Mr. Brooks is recognized for his ability to deliver comprehensive, defensible valuation reports under tight deadlines, his proficiency in financial modeling, and his commitment to high standards of accuracy and professionalism.

Paul Tartak

Paul Tartak is a Director based in New York with Partner Valuation Advisors. He brings over 35 years of commercial appraisal experience, having entered the field in 1988. Throughout his career, Mr. Tartak has appraised thousands of properties across the United States for a wide range of clients including global banks, Fannie Mae, Freddie Mac, CMBS/conduit lenders, institutional investors (REITs), owner-users, and developers. His background also includes work in acquisitions, mortgage underwriting, and rated REIT bond analysis.

Mr. Tartak’s expertise spans a broad spectrum of property types, including multifamily (rental apartment complexes, condominiums, cooperatives), retail (freestanding retail, 1031 exchange/NNN deals, shopping centers, regional malls), self-storage, industrial assets, professional and medical office buildings, vacant development sites, lodging, religious and educational facilities, mobile home parks, and other special use properties.

Mr. Tartak holds a Bachelor of Science degree in Finance from the State University of New York at Albany and a Master of Business Administration from the Columbia Business School. Since 2005, Mr. Palumbo has been actively providing commercial real estate appraisal, consultation, and advisory services to the real estate investment and financial community. With valuation experience in 49 U.S. states, the District of Columbia, and three Canadian provinces (NB, ON, QC), appraisals have been provided for a wide range of clientele that includes regional and global banks, Fannie Mae, Freddie Mac, CMBS / conduit lenders, institutional investors (REITs), owner-users, and developers. Areas of specialization include financing appraisals, portfolio valuation, institutional client appraisals, and quarterly and annual financial reporting valuations.

Michael A. Robinson

Michael A. Robinson, MRICS, is a Managing Director at Partner Valuation Advisors, supporting the firm’s operations in Florida and the New York metropolitan area. With nearly 35 years of experience, he is widely recognized as one of the most respected professionals in the valuation industry.

Throughout his career, Michael has led the valuation of thousands of commercial properties across the United States, including some of the most iconic and complex assets in the market. His expertise spans multifamily, office, industrial, hospitality, and development sites, with specialized experience in portfolio valuation, partial interest valuations, financial reporting, litigation support, and estate tax disputes.

Prior to joining Partner Valuation Advisors, Michael served in senior leadership roles at several national valuation firms, where he built a strong track record serving institutional investors and debt capital clients.

Ishan Gajra

Ishan Gajra is a Vice President at Partner Valuation Advisors who joined the firm in March 2023. He has valued multiple asset types throughout the United States for a variety of clients, with a focus on multifamily and mixed-use properties.

Before joining Partner, Ishan spent time at Bowery Valuation, where he was a member of the Private Lending office. Prior to joining Bowery, Ishan worked as a Financial Assistant at Acropolis Realty Group in Syracuse, NY, where he worked on the development & acquisition and property management teams.

Mike Wahl

Michael Wahl serves as Managing Director of Partner Valuation Advisors' New York Office. He has over 10 years of commercial real estate experience including the valuation of retail, industrial, and multifamily assets. He has commercial real estate in 40+ States, holding 33 Certified General Licenses.

Mr. Wahl has significant experience working with banking, agency, and private lending clients throughout the country.

Prior to Partner Valuation Advisors, Mr. Wahl served as Managing Director of National Private Lending out of Bowery Valuation’s New York office (From 2019-2023). Prior to that, Mr. Wahl worked at BBG out of their New York office (From 2016-2019).

Ross Friedman

Ross Friedman serves as Managing Director of Partner Valuation Advisors. In this role, Mr. Friedman will lead the New York Tri-State practice for all Core 3 assets (Industrial, Office, Retail).  Mr. Friedman has over 12 years of commercial real estate appraisal experience appraising office, industrial, retail, multifamily, and special-use properties. 

In his prior roles, valuation and consulting assignments have included investment-grade properties in the local, national, and international markets for commercial lending, financial reporting, portfolio valuation, tax purposes, litigation, and due diligence.

Throughout his career, Mr. Friedman has significant experience working on large-scale projects including multi-story Class A Offices on Madison Avenue, million-square-foot industrial properties in the Tri-State region, and hundreds of lease valuations for dental offices, fast food restaurants, and retail stores.  He has assisted clients and communicated with auditors regarding the valuation of the national portfolio of assets on a quarterly and yearly basis to ensure the highest standard of quality and timely results. 

Prior to joining Partner Valuation Advisors in May 2023, Mr. Friedman served as Executive Vice President and Tri-State Leader at JLL Valuation Advisory from 2021-2023 where he was responsible for establishing and developing the Tri-State region in Core IV assets (Office, Industrial, Retail & Multifamily).  From 2016-2021, Mr. Friedman served as Director of BBG, Inc. where he led the National Operations for the Financial Reporting practice.  From 2010-2016, Mr. Friedman worked for RSM US LLP (Accounting Firm) and Citigroup (Financial Institution) in the New York region.
