Vytas Norusis

Vytas Norusis, MAI, serves as Executive Vice President and the National Practice Lead for Industrial Outdoor Storage (IOS) at Partner Valuation Advisors, based in Chicago. With over a decade of experience in industrial valuation, Vytas is recognized as one of the nation’s leading experts in the IOS sector.

Throughout his career, Vytas has appraised more than $10 billion in industrial assets, including some of the earliest acquisitions by major IOS operators and advising many of the largest ownership groups and institutions active in the space. He specializes in guiding strategy and execution for institutional clients, with a focus on IOS portfolios and complex industrial assets nationwide.

Prior to joining Partner Valuation Advisors, Vytas served in senior roles at Colliers and CBRE, consistently delivering high-impact valuation services for institutional lenders, pension funds, and financial reporting clients. His thought leadership has helped shape market understanding of IOS through widely-read publications on the Knowledge Leader blog.

Paul Tartak

Paul Tartak is a Director based in New York with Partner Valuation Advisors. He brings over 35 years of commercial appraisal experience, having entered the field in 1988. Throughout his career, Mr. Tartak has appraised thousands of properties across the United States for a wide range of clients including global banks, Fannie Mae, Freddie Mac, CMBS/conduit lenders, institutional investors (REITs), owner-users, and developers. His background also includes work in acquisitions, mortgage underwriting, and rated REIT bond analysis.

Mr. Tartak’s expertise spans a broad spectrum of property types, including multifamily (rental apartment complexes, condominiums, cooperatives), retail (freestanding retail, 1031 exchange/NNN deals, shopping centers, regional malls), self-storage, industrial assets, professional and medical office buildings, vacant development sites, lodging, religious and educational facilities, mobile home parks, and other special use properties.

Education

Mr. Tartak holds a Bachelor of Science degree in Finance from the State University of New York at Albany and a Master of Business Administration from the Columbia Business School. He has taken extensive real estate finance and valuation coursework throughout his career, including state licensing and coursework from the Appraisal Institute.

Michael A. Robinson

Michael A. Robinson, MRICS, is a Managing Director at Partner Valuation Advisors, supporting the firm’s operations in Florida and the New York metropolitan area. With nearly 35 years of experience, he is widely recognized as one of the most respected professionals in the valuation industry.

Throughout his career, Michael has led the valuation of thousands of commercial properties across the United States, including some of the most iconic and complex assets in the market. His expertise spans multifamily, office, industrial, hospitality, and development sites, with specialized experience in portfolio valuation, partial interest valuations, financial reporting, litigation support, and estate tax disputes.

Prior to joining Partner Valuation Advisors, Michael served in senior leadership roles at several national valuation firms, where he built a strong track record serving institutional investors and debt capital clients.

Vernon Williams 

Based in Dallas, Vernon Williams is a Senior Vice President at Partner Valuation Advisors with over a decade of experience in valuations, rent studies, and consulting. His primary focus has been on the "Core Three" commercial property types throughout his career: industrial, office, and retail, with a strong emphasis on industrial assets. 

With additional expertise in valuing agricultural and special-use properties, Vernon brings a well-rounded perspective to complex real estate challenges. Known for his analytical approach and strong background in data interpretation, statistical modeling, and problem-solving, he is adept at transforming complex datasets into actionable insights to drive strategic decision-making and improve business performance. 

Before joining Partner Valuation Advisors, Vernon began his career in the investment brokerage industry, working as an investment trader and wholesaler for Fortune 100 companies, including Bank of America and Wachovia Bank, now Wells Fargo. His ability to assess market conditions and adapt to regulatory changes laid a strong foundation for his transition into real estate appraisal in 2014 when he joined Integra Realty Resources (acquired by JLL in 2016), where he remained until mid-2025.

Joshua Breeding

Joshua Breeding is a Vice President for Partner Valuation Advisors and a Certified General Appraiser in Arizona, where he specializes in valuing multifamily, build-to-rent, and student housing assets. Joshua’s background includes appraisal review and property valuation from his time in commercial banking.

Before joining Partner Valuation Advisors, Mr. Breeding spent two years as a Credit Administration Specialist at Opportunity Bank of Montana. During this time, Joshua was responsible for reviewing all commercial, residential, and agricultural appraisals as well as preparing internal evaluations for the Commercial Lending Department of a $2 billion Community Bank.

Scott Belsky

Scott Belsky serves as Managing Director of Partner Valuation Advisors. Mr. Belsky has over 10 years of commercial real estate appraisal experience appraising industrial, retail, office, multifamily, manufactured housing, and self-storage assets. He has appraised commercial real estate in all 50 States as well as Canada and Mexico. Mr. Belsky focuses on multifamily and manufactured housing community (MHC) assets and currently serves as the National Practice Lead of the Manufactured Housing Communities and RV Resorts.

Mr. Belsky has significant experience leading multi-state portfolios and has appraised some of the largest multifamily and MHC portfolios in the United States. He has been a panelist at the SECO National Conference of Community Owners where he discussed the appraisal of manufactured housing communities and regularly attends the MHI National Congress & Expo, NCC Fall Leadership Forum, SECO National Conference of Community Owners, and the WMA Convention & Expo.

Prior to Partner Valuation Advisors, Mr. Belsky served as Managing Director and National Practice Lead – Manufactured Housing at JLL Valuation Advisory from 2017 – 2022. From 2012 – 2017, Mr. Belsky served as a generalist appraising, office, industrial, multi-family, retail, self-storage, and manufactured housing communities at Integra Realty Resources in Chicago, Illinois.

McKenna Luke

McKenna Luke, MAI, leads Partner Valuation Advisors’ National Hospitality Practice Group. Ms. Luke is responsible for driving the growth of the firm’s hospitality work related to appraisals, market studies, large portfolio engagements, and consulting assignments.

Ms. Luke has overseen and completed thousands of assignments spanning hospitality properties from small, independently owned motels to the most expensive resorts in the U.S. She brings extensive nationwide hotel consulting and valuation experience having worked in 45 states and valued roughly $9 billion of assets in 2023 alone, combining for a total of more than $30 billion in the last five years. 

Ms. Luke has earned a reputation as a trusted advisor for hotel development and brings a deep understanding of hospitality markets, having consulted on complex assignments including portfolios, hotels, condo-hotels, resorts, resort residential, mixed-use, waterparks, golf, membership clubs, glamping, and experiential destinations. In addition to traditional hospitality work, she has conducted valuations of casino operations in Las Vegas, Atlantic City, and Pennsylvania, as well as ski resorts in California, Montana, North Carolina, and Canada.

Prior to joining Partner Valuation Advisors in 2024, Ms. Luke served as a Managing Director at HVS, where over a nearly 12-year period she directly completed or supervised thousands of appraisals throughout the Southwest and nationally, oversaw firm-wide appraisal standards, developed a training and development program, and managed client relations. 

Ms. Luke graduated summa cum laude from the University of Denver, from which she later earned an MBA. She holds numerous state-certified general appraisal licenses and is a Designated Member of the Appraisal Institute (MAI).

Stacey Costello

Stacey Costello serves as a Senior Vice President for Partner Valuation Advisors.  Ms. Costello has extensive experience in the valuation of regional shopping malls, lifestyle centers and power centers located throughout the continental U.S. Additional retail assignments have ranged from freestanding retail assets to neighborhood/community centers. Her experience also includes the valuation of proposed developments, redevelopment projects and distressed assets. Clients served include commercial banks, law firms, governmental entities, pension fund advisors, REITs, life insurance companies and individual investors. Ms. Costello has more than 10 years of experience as an appraiser within the real estate valuation and advisory services sector. Prior to Partner Valuation Advisors, 

Ms. Costello worked at Jones Lang LaSalle and CBRE.

Shane Nicholson

Shane Nicholson serves as a Senior Vice President at Partner Valuation Advisor, bringing over eight years of commercial real estate appraisal experience. Throughout his career, Mr. Nicholson has appraised industrial, office, retail, and multi-housing assets across the United States, with a growing specialization in manufactured housing communities (MHC) and conventional multi-family assets over the last several years.

In addition to his extensive experience appraising MHC across the United States, Mr. Nicholson also has led and appraised large national portfolios. He also brings proficiency in Discounted Cash Flow analysis including Argus Enterprise. Beyond his valuation work, Mr. Nicholson has managed and mentored numerous team members and has been recognized as a top appraiser at both his current and previous firms over the past three years.

Prior to Partner Valuation Advisors, Mr. Nicholson served as an Associate at JLL Valuation Advisory from 2017 to 2022. Earlier in his career, he worked as an Intern at Iowa Appraisal and Research Corporation from 2016 to 2017.
